Constructed on the façade of Palazzo Poli by Nicola Salvi, the project was initially awarded to French sculptor Lambert-Sigisbert Adam in a competition held by Pope Clement XII in 1731. However, the commission was later given to Salvi. It is believed that the change occurred because the pontiff preferred not to assign the work to a foreigner, although another account suggests Adam had to return to France.

In the late 1990s, renovation and consolidation work on a group of buildings near the fountain uncovered a vast and intricate archaeological site. This area has been reorganized and is now open to visitors under the name “The City of Water.”
