Before the 20th century, this area was the city’s main landfill. The park was developed at the request of Alberto Aguilera, the city’s mayor in the early 20th century, who in 1906 commissioned landscape artist Celedonio Rodrígáñez to design a space for walking and relaxation. It is considered the first modern post-Roman triumphal arch built in Europe, predating similar structures like the Arc de Triomphe in Paris and the Brandenburg Gate in Berlin.
